New Staff Matching Model for Hotels in Bodrum Begins
A new employment model has been launched in Bodrum aimed at more directly matching the personnel needs of tourism businesses with the competencies of job seekers.
Under the protocol signed between the Muğla Employment Office, part of the Muğla Metropolitan Municipality, and the Bodrum Hoteliers Association (BODER), the open positions in hotels and tourism businesses will be identified; candidates will be directed to suitable positions not only based on the job postings they apply for but also considering their professional experience, skills, and developable competencies. The protocol was signed by Güliz Özgür, Director of the Muğla Employment Office, and Ömer Faruk Dengiz, President of BODER.
The importance of the model lies in its proposal of a broader recruitment process than the classical "post a job - wait for applications" method.
Employer Needs Will Be Defined First
In tourism businesses, personnel shortages are often seen merely as a numerical problem.
How many waiters are missing?
How many receptionists are needed?
How many housekeeping staff could not be found?
However, hiring for the wrong position can create costs just as significant as open positions.
The new collaboration aims to determine what positions and qualifications businesses need, and then direct candidates based on their experience and skills. According to the program conveyed by the Tourism Agency, the system will also include the assessment of candidates' developable competencies.
This approach is particularly important in seasonal tourism destinations.
Because when time pressure increases during the high season, the first reflex of businesses can be to "fill the position as soon as possible." However, if the expectations of the hired person do not match their competencies, the need for re-hiring can arise quickly.
Therefore, both the speed and the quality of the match are critical.
Muğla Employment Office is More Than Just a Digital Job Posting Platform
According to a statement from the Muğla Metropolitan Municipality dated May 2026, the Muğla Employment Offices not only provide a digital platform where employers can publish job postings for free and candidates can register for free but also offer career consultancy.
The municipality describes the system as an approach to "connect the right candidate with the right employer." It is stated that the offices serving in Menteşe and Bodrum follow the candidate and employer processes through consultants.
The BODER protocol directly ties this existing infrastructure to the human resource needs of Bodrum tourism.
While information about open positions on the business side can be collected more systematically through the BODER network, the existing candidate pool and career consultancy can be utilized on the employment office side.
The Protocol Does Not Only Cover Job Placement
One of the striking aspects of the collaboration is that the system is not limited to direct job placement.
Within the program;
career and employment activities,
mass recruitment organizations,
vocational training,
on-the-job training
and joint projects aimed at changing sector needs are planned.
This structure can approach a chronic problem in tourism more realistically.
Not every open position can be filled with a ready and fully qualified candidate.
For example, a candidate with service experience but unfamiliar with a specific hotel standard can be prepared for the position with a short training. Similarly, a candidate with strong customer communication but no hotel software experience can be trained technically for reception operations.
Thus, the recruitment system is not limited to the question "Is there a suitable candidate?"
The question "How can we prepare this candidate for the job with which competencies?" also enters the process.
A Local Workforce Pool for Bodrum is Strategic
The second goal of the collaboration is to strengthen local employment.
It aims to facilitate the meeting of individuals living in Bodrum who want to work in the tourism sector with businesses. Candidates can participate in the process through the Menteşe and Bodrum branches of the Muğla Employment Office.
The growth of the local candidate pool does not only create social benefits for hotels.
Housing.
Staff transportation.
Intercity transportation.
Moving at the beginning of the season.
Accommodation capacity.
All of these are separate cost items for tourism businesses that bring in workers from other cities.
Of course, local employment may not be able to meet all personnel needs alone. However, preferring a locally residing employee between two candidates of the same qualifications can reduce the business's indirect costs and logistical burden.
The Most Critical KPI Should Not Be "How Many People Were Directed"
If the success of the new system is measured by the number of applications, a flawed picture may emerge.
For example, having 1,000 candidates registered in the system looks positive.
However, if only 100 people get hired and half of them leave within a few weeks, it means that the matching model has not produced the desired result.
More meaningful indicators for businesses and the employment office could be:
The time taken to close an open position.
The conversion rate of candidates directed to interviews.
Employee retention in the first 30 or 90 days.
The position competency of the hired person.
Employer satisfaction.
The candidate's satisfaction with the job and the business.
The return rate for the next season.
If these data are tracked, it will also be clearer where the real candidate shortages exist.
Training Data Can Transform into Human Resource Planning
The vocational training aspect of the protocol can provide another advantage.
If businesses continuously report the same competency deficiencies through the system, training programs can be shaped directly according to this.
For example, many hotels:
are looking for service staff who speak foreign languages,
baristas,
housekeeping supervisors,
receptionists,
pastry chefs
or employees who can use a specific PMS system, this need can be transformed from being a problem for individual companies.
It becomes regional workforce data.
Such a data set can also enable the planning of programs with vocational high schools, universities, and training institutions according to real demand.
The Muğla Metropolitan Municipality's employment activities in 2026, which include organizing career events with university students, show that the system has previously utilized the education-employment connection.
The Personnel Problem in Tourism is Not Just About the Number of Candidates
BODER President Ömer Faruk Dengiz also stated in his remarks regarding the protocol that the quality of service is directly related to qualified human resources and that it is important for both the business to reach the right employee and the employee to reach the right position.
This emphasis is timely.
Because evaluating the personnel problem in tourism merely as "people to work cannot be found" is insufficient.
Wages.
Accommodation.
Working hours.
Seasonal employment.
Career opportunities.
Quality of management.
Training.
Transportation to work.
All of these affect the candidate's decision to enter and stay in the sector.
A good matching system can facilitate finding candidates; however, it cannot replace structural problems in working conditions.
Stafflink's View
In our opinion, the strongest aspect of the collaboration between BODER and the Muğla Employment Office is its potential to transform recruitment from job posting activities into regional human resource management.
However, the success of the system should not be measured by how many CVs are collected.
Just as important as placing the right candidate in the right business is ensuring that candidate stays in the job and can perform.
Therefore, businesses should accurately define the competencies they truly need instead of just entering "I need 10 waiters" into the system.
The employment office should also be able to track the results after placement.
Thus, within a few seasons, it may become clearer which professions Bodrum has a real labor shortage in, what skills are lacking, and in which positions there is high employee turnover.
The true measure of targeted recruitment is not to fill the position quickly; it is to ensure that the right person works efficiently in the right job for a longer period.
